Bob Costello

Bob Costello is the Chief Economist and Senior Vice President of International Trade Policy and Cross-Border Operations at the American Trucking Associations (ATA), the national trade association for the trucking industry. As Chief Economist, he manages all of ATA’s collection, analysis and dissemination of trucking economic information. This includes several monthly trucking economic indicators, motor carrier financial and operating data, an annual freight transportation forecast, driver wage studies, weekly diesel fuel price and economic reports, and a yearly trucking almanac. Bob also conducts economic analyses of proposed regulations and legislation affecting the trucking industry.

Bob is often cited in the news media as an expert on trucking economics, including the Wall Street Journal, Business Week, CNBC, FOX Business Channel, and National Public Radio.

In 2018, Bob was appointed by Secretary of Commerce Wilbur Ross to the Advisory Committee on Supply Chain Competitiveness. He currently serves on the American Transportation Research Institute’s Research Advisory Committee. He is on the Board of Directors for the Border Trade Alliance. Bob is also a member of the National Association for Business Economics and has served on several research and project panels for the Transportation Research Board, which is part of the National Academies. He is also a member of the Industrial Economists Group at Harvard University.

Prior to joining ATA in 1997, Bob was an economist with Joel Popkin & Company in Washington D.C., an economic consulting firm that specializes in the analysis of wages, inflation, and economic trends.

Bob has a Master’s degree from the University of Northern Iowa and a Bachelor of Arts from Winona State University. He lives in Alexandria, Va. with his wife and daughter.

Rebecca Brewster is President and Chief Operating Officer of the American Transportation Research Institute. ATRI is the trucking industry’s not-for-profit research organization, whose mission is research to improve the trucking industry’s safety and productivity. Rebecca has been with ATRI for over 29 years.

Rebecca is the recipient of several awards including Fleet Owner magazine’s 2016 Dozen Outstanding Women in Trucking, the 2013 Influential Woman in Trucking award, and the 2010 J.R. Bob Halladay award given by the 50 state trucking associations.

Corey Cox is the Senior Vice President Innovation for the Tandet Group of companies. Corey joined the organization for a TMS implementation at a subsidiary in 1994. In the years that have followed, he has overseen the technical transformation of the entire Tandet Group. He combines a strong business and operational knowledge with a diversified technology skill set spanning development, analytics and communications. Tandet’s “Connected Cab” project was recognized as a finalist at both the 2017 Ingenious Awards, which celebrates excellence in the use of information and communication technology, as well as the 2017 Canadian Digital Transformation Awards. A Canadian CIO of the Year nominee, he is a frequent moderator and guest speaker.

With over 25 years of experience in the transportation and warehousing industry, Matt Braslavsky is a seasoned IT executive who leads with vision, strategy, and execution. He is passionate about leveraging the latest technologies to enhance business performance, optimize operational processes, and deliver value to customers and stakeholders.

As the Director of IT at West Side Transport, a privately held logistics company with 12 locations and over 750 employees, he oversees an annual operating budget of approximately $1M and manages all aspects of IT governance, policy development, project management, vendor relations, and quality assurance. He also serves as an executive team member, providing recommendations and insights on technology trends, opportunities, and risks. Some of his recent achievements include implementing a cloud VoIP solution, transitioning to SD-WAN, and identifying and integrating department-specific application modules. He is skilled in various IT systems, tools, and platforms, such as IBM i, SharePoint, Hyper-V, O365, MS Server, FortiNet, ICC, EDI, NEC 9100, Veeam, Storwize, Meraki, Wasabi, Zoom, Mimecast, MS Teams, RoadNet, Qtracs400, Profound, Extol, Comdata, and Addon Systems.

Ward Vanlaar

Dr. Ward Vanlaar is the Chief Operating Officer of the Traffic Injury Research Foundation (TIRF). He has a Ph.D. in Transportation Science, a Master’s degree in Quantitative Analysis in Social Sciences, and a Master’s degree in Criminology. Dr. Vanlaar has been the Principal Investigator in many scientific research projects including evaluation research, epidemiological research and implementation research. Recently, Ward has been involved in several studies on safety of Commercial Motor Vehicles on the road.

Neil Abt, Vice President of Public Relations at ISAAC Instruments, is a veteran journalist with over 25 years of reporting experience, including 20 years spent covering the trucking industry. A graduate of American University in Washington, D.C., he began his career covering sports for The Washington Post, followed by a position in the newsroom of America Online (AOL) and then both reporting and leadership roles at Transport Topics and Fleet Owner. Neil is based out of Portland, Oregon.

David Brillon, M.Sc.A., P. Eng.

David Brillon is Chief Technology Officer and cofounder of ISAAC Instruments. A true software Jedi, David launched the “ISAAC” project in 1999 with his childhood friend Jacques DeLarochellière. He now leads the software and hardware development teams which help set ISAAC Instruments apart by covering all aspects of vehicle telemetry.

The products developed under his leadership have been used by the major global vehicle manufacturers (Ford, GM, Chrysler, Honda, Toyota, FAW, BRP, Volvo, John Deere, etc.) and the largest carriers (CNTL, TransX, Groupe Robert, Trimac, Challenger, etc.). His vast expertise includes software architecture, distributed applications, communication protocols, processing, analysis and viewing of vehicle data.

He holds a bachelor’s degree in electrical engineering as well as a master’s degree in industrial electrical engineering.

Jacques DeLarochelliere, P. Eng.

Jacques DeLarochelliere is the CEO and cofounder of ISAAC Instruments, and Chair of the Board of Directors. His business journey began on a racetrack. One morning in 1990, Jacques tried to understand his poor performance as a race car driver, which he initially blamed his race car’s tuning. Santo, his mechanic, then pretended to make adjustments, as he was convinced that everything was fine.

When he got back on the track, Jacques made the best time. Proud of his performance, he was sure the adjustments he had asked for had done the trick. He was then told nothing had changed. This lesson in humility helped Jacques realize that people couldn’t feel, record and explain actions and reactions as well as technology. This triggered his need to develop a tool to quantify the behavior of race car drivers and their vehicles.

The family home’s garden shed then became ISAAC’s first laboratory. With his childhood friend David Brillon, he spent his free time working on his telemetry system. At the time, the Internet, GPS, cellular communication and accelerometers were brand new tech!

In the early 2000s, his telemetry system piqued the interest of leading automakers, like Ford, GM, Chrysler, Honda and Toyota. His entrepreneurial vision enabled him to build a successful business, which today brings its unique expertise to the transportation industry.

Jacques’s entrepreneurial leadership led to his nomination as a finalist in the Ernst & Young and Desjardins entrepreneurship awards. Jacques holds a bachelor’s degree in mechanical engineering, a flight theory and practice certification from the Kansas University School of Engineering, and specialized training in aircraft certification from Transport Canada.

Jacques is a sportsman at heart. He particularly enjoys speed and extreme sports. If he so enjoys riding his longboard to the office, it’s because the slopes along the way help get him there really fast!

Julie Phaneuf is Chief Operations Officer at ISAAC Instruments. She leads all teams responsible for the client journey; from the deployment of the ISAAC solution to the delivery and installation of the equipment, as well as maintaining the satisfaction of long-time clients. Julie cherishes the Effortless Experience approach to client care. Recognized for her leadership and multidisciplinary team management, Julie’s passion and innovative thinking ensure ISAAC Instruments puts clients at the center of every decision.

Julie is a seasoned leader with valuable experiences in technology companies. Prior to joining ISAAC Instruments, Julie started her career in high-tech companies such as BNR and CAE. She then moved into C-level positions at Jobboom (Canoe-Quebecor), Newad and TC Media.

Julie holds a bachelor’s degree from HEC, as well as several certifications. She is a sports enthusiast. In her spare time, she bikes, hikes, runs or skis with her family and friends. She also likes to channel her passion into supporting industry-related causes such as Le grand défi Pierre Lavoie and ACQ Golf & Bike Day. Having worked at a 1,000+ truck fleet for close to ten years, Mark has first-hand experience with developing and implementing solutions that bring together people, process, and technology. Before joining ISAAC Instruments, Mark was the Director of Information Technology at Challenger Motor Freight where he led several major corporate projects – implementing ExpertFuel, TMW Suite, and the ISAAC fleet management solution. Today, Mark draws deeply on this background to guide the product roadmap in his current role as Product Manager at ISAAC. Mark calls Waterloo, Ontario home where he lives with his wife and two kids.

Julien-Pierre Daigle is a Data Analysis Engineer at ISAAC. Within the Data Science and Artificial Intelligence team, he participates in the development of feature engineering. More specifically, he prepares the data to make it usable by the rest of the team. Big data, in its simplest form, is practically unusable. It must be filtered, grouped, and sorted while retaining its original value and meaning. With 15 years of experience in vehicle data analysis, and 10 years with ISAAC, he shares his knowledge to tell trucking-relevant stories using the ISAAC solution data. Trained as an accident reconstruction engineer, Julien-Pierre leads the service of telemetry reporting used to explain and demonstrate the facts of incidents. As with big data, raw data alone does not explain an event. Understanding the data and the physics is therefore essential for explaining the facts.
